These are functionally in a perfect condition. I even sent these amplifiers to the manufacturer before this posting; he thoroughly inspected them and replaced worn resisters and caps (I spent 900 bucks for this "renewal" including shipping and handling. My asking price reflects some of this cost as well as additional tubes). So I would say this unit is very new and will be good for coming many years. I opened the box from the manufacturer only for taking photos. Aesthetically, there are normal tears and wears here and there (I think it is a fate of chrome finish), but you will only see mirror like clear surfaces from 1-2 feet away. 

You will get all the pictured tubes, but one of Takatsuki tubes are dead (Each Takatatsuki tube costs around 700-800 dollars. It is worthwhile. They are that great). Most tubes including PSVANE blue and grey bottles, some emission labs 300Bs, GE and RCA input tubes except the Takatsuki and Tungsol are grandfathered from previous owner. I only used PSVANE T series Mark II in the beginning and only Takatsuki after I bought them new 2015. I heard from the previous owner that one of the tubes might produce pop noise when it was initially heated, but I really don't know.
