Tube manufacturers ran a run of tubes. samples were taken at intervals and tested, say every 5, 10.000 tubes. the line kept running if the samples were in spec. From this run, orders were filled. Military, hospitals, and lab tubes, were batch tested randomly. Industrial, which was the largest user, and consumer tubes, were not tested at all before being shipped. Tube manufacturers ordered from other tube manufacturers, and specified in their orders, tested to tube specifications tubes. This way a manufacturer could not sabotage an order to a tube manufacturer, by supplying out of spec tubes, in order to steal the customer away. Makes sense, don't it?
